How do I create a website which will attract millions of viewers which i can post license plates of drivers?

who cut me off, drive like idiots, are using their cell phones, putting on lip-stick, reading maps, swerving, driving too slow, or driving too fast. I am attached a car cam on the roof of my truck to take pictures of other drivers and their license plates. i want to post the pictures along with a description of what they were driving, where they were driving and how they were driving. i want viewers to be able to add comments of their own and post pictures and stories and descriptions of their experience with other bad drivers. does this sound like a good idea? maybe my pic will eventually be posted by someone who encounters a bad driver such as myself.
