As server, what city in FL would the best to work in? Where can I expect to recieve the most grutuity?

As a server in Fl, what city is best to work at? I currently live in the Orlando area and work at the 2nd busiest Denny's in the USA...but All we get are foreign tourist who have tipped me an insulting, 3%. Some co-workers said servers make good money in Ft lauderdale, Panama city, and Jacksonville. Could anyone confirm or crash the rumor? When suggesting cities in FL for me to work at, please also keep in mind job demand. In a global recession, I would prefer not to move to a place that has no job demand. Thanks for all the help!
