Were American school children routinely fingerprinted prior to or during WWII?

My mother, born in 1931, remembers being fingerprinted when she was about 8 yrs. old. It is routine now for safety reasons, but abducted children were not such a problem in the 1930's. I'm wondering if it was a precaution taken in the case that children were separated from their families during the impending war?
