Is this rude? Can police be called over this?

One night some guy in a truck was trying to piss some one off in another town home by revving his engine real loud after 10pm on a weeknight. I didn't do anything b/c I was afraid he might be psycho but other neighbors yelled at him to "cut the crap" & one person went outside to tell him to do the same thing. I guess it's a given that it's rude lol but couldn't the police be called b/c it's a noise disturbance/disturbing the peace?
