Elderly woman keeps leaving her dog crap right outside our patio, how do I handle this?

We live in apts and always lived upstairs, now we're downstairs and there are always mounds of dog crap right next to our patio and the apts have the lawn mowed twice a month, so we've had dog crap flung all over our patio and patio doors just bcuz someone isn't picking up after their dog. I'm uming its a elder woman who lives caddy corner from us but there are a more dog owners here so I don't want to knock on her door and start complaining when it might not even be her. Then my husband feels bad thinking that maybe the woman is just too old to be bending over picking up after HER dog. There is an entire lot that the dog can go why right next to us? We've let the apt mgr know and she could only post notices to everyone that they are in fact suppose to be cleaning up after their dog but nothing's changed. If anything its gotten worse but the owners leave the crap even closer to our pation and the entry way. How the heck do I handle this? I'm sick of having to watch where I step and constantly cleaning up after an animal I don't even own.
